refs #22493 [finc] dis-/enable SCSS-Plugins by using variables 

* more flexibility on removing plugins in instances
* add $activate-on-demand variables in finc
** use to override default usage of SCSS-Plugins in instances
* finc default:
** bulkaction-visible-xs: disabled
** visited-links: disabled
** sidebar-filter-hide-checkbox: enabled
