GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Please review your personal access tokens, project access tokens, and group access tokens to ensure you are aware of upcoming expirations. refs #18774 [fid_bbi] move vendor directory

Some files in the vendor directory must be accessible online, so the directory has been moved to one of the only three directories which are. Added a text file explaining the situation to avoid confusion.
