refs #24353 [finc] addendum: restore npm-shrinkwrap.json for alpha and staging, but ignore for docker

* install grunt and sass via docker entrypoint.sh for local dev
* use .env file for grunt-sass and node-sass version numbers
** use latest versions as fallback
