refs #17725 [fid_bbi] searchspecs YAML inheritance 

* prepare searchspecs comparism test and fixtures

** add SearchSpecsReaderTest.php
** add fixtures - soft symlinks and expected result before refactoring / using parent yaml
* minimize searchspecs.yaml and replace access_facet by facet_avail

** for config
** for alpha
** delete more redundant configuration to local
