refs #21313 [finc] consolidate count items in menu 

* GetAdditionalAccountInfo:
** dont fetch fines - sum up is already done by account_ajax
** use GET instead of POST request
* account_ajax: add finc override and itemCount; remove tooltips / titles
* remove obsolete script in menu.phtml
