Add support for tagging of user lists. 

- Deprecates VuFind\Db\Row\UserList::getTags() in favor of VuFind\Db\Row\UserList::getResourceTags()
- Deprecates VuFind\Db\Table\ResourceTags::destroyLinks() in favor of VuFind\Db\Table\ResourceTags::destroyResourceLinks()
- Includes code originally developed as part of pull request #1645.
