Improve data request

• Rename "Data Request Form" to "Data Request"
• Rename document to "Dataset Specification"
• Translate it to German (with option to switch to English via configuration)
• "This document was generated by FDM data portal"... (+date, optional: +version)
• Add PI if available (below project title)
• Add project logo (if present) and Data Portal logo
• Replace "Justification" with "Additional selection criteria"
• Remove placeholder of justification
• Remove signatures
• Add field for applicant
• Step-by-step manual
  • "To make a data request follow the these steps:"
    1. Please describe your research question
    2. Attach this dataset specification
    3. Send it to (contact person with email) and CC FDM
